The deadline for phase one Housing Opportunity Planning (HOP) grants is coming up! Applications are due January 27th, 2023.
Part of Governor Sununu’s $100 million InvestNH initiative, HOP grants are for municipalities to hire consultants to work on one or more of the three phases of regulatory change.
Phase one grants are to be used for needs analysis and planning work with the purpose of increasing housing supply. These grants may be used to:
- Understand and map housing, income, and demographic data, including housing market costs, housing units needed to meet future expected growth, and the affordability of a municipality’s housing for all income ranges.
- Review the existing master plan to identify sections related to housing development and draft revisions to those master plan sections for the purpose of supporting an increase in housing supply.
Given the timing with the RPC’s regional housing needs assessments, municipalities are encouraged to communicate with their RPC and ensure needs analysis work is complementary. There is a $25,000 maximum for this phase.
Municipalities do not need to complete a phase one grant to be eligible for a phase two (regulatory audit) or phase three (regulatory development) grant. More information can be found at www.NHHOPgrants.org.
